Finally, we can suppose that the American justice is rather repressive, and that young people are afraid of the police and of his repression. /////Why can Phoenix be said to be a city of contrasts? //// Phoenix can be said to be a city of contrasts due to several reasons: At first sight, we can say that this city is a contrasted city especially on the social point of view.
